Description: Parcel GIS data was provided to consultant EOA, Inc. in 2016 by the 23 Bay Area Stormwater Management Agencies Association (BASMAA) Phase II Stormwater Permittee communities, including those in Marin County (incorporated Municipalities and unincorporated County). The Parcel GIS data for Marin County was extracted and delivered in March 2016 and included categorical land use attributes in the “use_cd” and “use_cd_descr” fields. For parcels within Stormwater Permit areas in Marin County, EOA identified PLUs (Yes,No) and assigned “LandUseForTrash” categories from the land use attributes and housing density calculations, and assigned TGR Categories based on the application of their “Bay Area Trash Generation Model”. EOA initially delivered the layer “Marin_Trash_Model_Parcels_10_14_2016” to MCSTOPPP as a file geodatabase feature class as part of the “marin_trash_deliverable.gdb” in October 2016. After receiving input from MCSTOPPP member agencies, EOA delivered the edited feature class “Marin_Trash_Model_Parcels_20170124” in January 2017 as part of the final project “marin_trash_deliverable_20170124.gdb”. The source feature class (“Marin_Trash_Model_Parcels_edit_2018”) was created so that additional edits to PLU identification, Land Use categories, and TGR Category assignment could be made by MCSTOPPP staff, while capturing and retaining the original modeled attributes (Oct 2016) and the initial edited attributes (Jan 2017) from the EOA data deliverables. The feature class “Marin_Trash_Model_Parcels_20170124” was copied to a new geodatabase, then converted from multipart to singlepart features for ease of feature selection and editing. The attribute fields “PriorityLU_modeled_2016” and “TrashRate_modeled_2016” were added, and values were populated by joining and copying the original modeled values from the “Marin_Trash_Model_Parcels_10_14_2016” feature class. Note that the field “LandUseForTrashUnedited” captures the original modeled land use categories from the October 2016 data delivery. The fields “PriorityLU_initialedit_2017” and “TrashRate_initialedit_2017” were added by copying the values from fields “PriorityLU” and “TrashRate” (from “Marin_Trash_Model_Parcels_20170124”), then the source fields were deleted. Note that the field “Trash_LU” captures the land use categories from the January 2017 data delivery. For this feature class for display in MarinMap, the attribute fields “BaselinePriorityLU_2018”, “Trash_LU_2018”, “BaselineTrashRate_2018”, and “Jurisdiction_2018” that represent the Baseline data for Trash Implementation plans and maps for submission to the State Water Board were retained. These fields were populated in November 2018, when MCSTOPPP staff identified parcels needing edits to PLU identification and category and/or TGR category based on the results of On‐land Visual Trash Assessments (OVTAs) in 2018 and other local information and indicated the new baseline values, which were recorded in these new fields. For parcels not requiring edits, the values were copied from the existing values in the corresponding fields from the January 2017 data delivery. The “Jurisdiction_2018” field value identifies the MCSTOPPP permittee responsible for each parcel;it also indicates which features in the unincorporated County are within the stormwater permit area. Note that some parcel polygons were subdivided to allow the assignment of different PLU and TGR values within the original parcel area. The other previous attribute fields listed above were removed from this feature class for clarity.
